Massachusetts is actually not Taxachusetts, at least when it comes to business. The tax rate is 37th out of 50 for business which isn't nearly as bad as you'd think. The November of 2006 unemployment rate was at 5%. The minimum wage is a bit on the high side at $7.50 but other than that certainly not as bad overall as Ohio or New Jersey for business.

Make sure the name you've chosen for your business is available.

File as a corporation here.
You'll need your federal EIN number first, and then register on the site and fill out your articles of organization.

Your tax filing information is done through the business section of the Massachussetts department of revenue.

Every county, city, and township has slightly different business license requirements so you'll need to check with all locally concerned entities.
